3 days Coaching Workshop on Balanced Scorecard, Strategic Planning, Objectives and KPIs

Ministry of Manpower organised a 3-days workshop for the Colleges of Technology from 4 to 6 September 2019 in the Higher College of Technology at Muscat. The workshop was attended by Deans, Assistant deans and QAD members from the seven Colleges of Technology

: Higher College of Technology, Ibri College of Technology, Shinas College of Technology, Salalah College of Technology, Nizwa College of Technology, Al Musanna College of Technology and Ibra College of Technology. In addition to above-mentioned attendees, staff from the Ministry of Manpower; QD (Quality Department) and PET (Performance Enhancement Team) also participated in the workshop.

This workshop, that was conducted by strategic planning and balanced scorecard experts, Mr Peter Watson and Mr Wesley Knowles, aimed at developing strategic and operation plans for the colleges of technology based on balanced scorecard. The colleges are expected to conduct the BSC orientation workshops at their colleges and develop BSC based SP and Operational Plans at the level of different internal processes. 

The workshop participants from Ibri College of Technology were:

  1. The College Dean, Dr Hamdan Al-Manthari, 
  2. Assistant Dean for Administrative and Financial Affairs, Mr. Rashid Al-Hinai,
  3. Head of IT Department, Dr Duhai Al-Shukaili, 
  4. Head of Quality Assurance Department Ms. Heba Qureshi,
  5. QAD Officers Dr Abdulsalam Al-Manthari and Dr Abdulrahman Al-Ismaili. 

The workshop was interactive and was based on practical exercises. The agenda of the three days was to cover the following items:

 Day-1

  1. Strategic Planning Workshop Overview
  2. Strategic Planning/ verification-Selection &Objective Naming
  3. Prioritizing Objectives
  4. Building Strategy Maps (showing relationships between strategic objectives)
  5. Build Strategic Objectives Definition

 Day-2

  1. Process identification & linkages (ontology and process list)
  2. KPI and target training
  3. KPI and target development

Day-3

  1. Strategic Initiatives Training
  2. Strategic Initiative Identification
  3. Training on operational planning

 Each college had the opportunity to discuss their strategic plans with the instructors and all inquiries were answered. 

Ibri College of Technology staff planned to conduct training for all departments and centres at the College in order to develop the College SP and OP based on balanced scorecard. Each D/C will contribute in the development of college Strategic Plan and an Operational Plan based on the balanced scorecard workshops. 

It was a learning opportunity for the CoTs to enhance the existing plans and improve.

Move Forward:

Currently the QAD team has completed conducting the orientation and training workshops for BSC among all D/C. Thursday, September 19, D/Cs are submitting their contribution for college level SP and D/C level OPs. On Saturday September 21, QAD has scheduled a meeting to discuss and review the submitted plans, will consolidate college level SP, and will modify the D/C OPs. On September 22, Ibri College of Technology is attending a meeting with the same experts where IbriCT Strategic Plan and Operational Plans will be reviewed. In this review meeting, strategic objectives, definitions, priorities, strategy maps, process linkage, strategic linkages, strategic initiatives, KPIs and operational plans will be discussed among the college team and the experts. Based on this review, Ibri College of Technology will plan for the next step that is expected by the experts.
